THE ECCA PROGRAMME
The capacity building Programme on the Economics of Climate Change Adaptation (ECCA) in Asia is a cooperative effort, launched in 2012, between United Nations Development Programme (UNDP), the United States Agency for International Development (USAID) ADAPT Asia-Pacific Project, the Asian Development Bank, the Global Water Partnership and Yale University.
Objectives
The objective of the ECCA programme is to strengthen the capacity of technical officers in Ministries of Planning/Finance, as well as line Ministries (Environment, Agriculture, Water, Public Works, and others) to assess the economic costs and benefits when evaluating different alternatives and to prepare high-quality economic analyses related to climate change adaptation projects and programmes.
Ultimately, the programme seeks to mainstream these important analytical skills into ministries and departments, enabling countries to formulate economically efficient and climate resilient development plans.

Activities
Workshops covering the theory and the practical application of Cost Benefit Analysis, and introduction to forecasting and modelling were held in several countries: Bangladesh, Cambodia, Indonesia, Lao PDR, Maldives, Mongolia, Nepal, Philippines, Sri Lanka, and Vietnam. The output of the training activities were country reports and a regional report that compiles individual country reports to provide a regional perspective in the agricultural sector.
Building on this programme by UNDP and USAID Adapt Asia-Pacific Project, the Asian Institute of Technology (AIT) will deliver, through its Regional Resource Centre for Asia and the Pacific (RRC.AP), two 10-day training courses on the Economics of Climate Change Adaptation in August 2017 and March 2018.
